Description:

In 2016, the Commerce Department’s Bureau of Industry and Security (BIS) launched a survey and assessment of the health and competitiveness of the U.S. textile, apparel, and footwear industry. When completed, the findings will update a similar study done in 2003, and cover topics including employment, production, competitors and customers, supply chain, financial information, research and development, effectiveness of the Berry Amendment, and future industrial challenges. The BIS team is now prepared to share preliminary findings of the study that will be unveiled later this year.

Please join us as the National Council of Textile Organizations (NCTO) and American Apparel & Footwear Association (AAFA) partner on a webinar to hear some of the preliminary findings as they relate to the textile and apparel industry.

Stamen is a Trade and Industry Analyst with BIS’s Office of Technology Evaluation (OTE). As an analyst, Stamen supports numerous Defense Industrial Base Assessments including Textiles, Apparel and Footwear. His contributions involve industry analysis, survey design and development, compliance management, industry outreach, data analysis, and presenting results through written and oral presentations. Stamen joined OTE in 2015. He received Bachelor degrees in International Trade & Politics and Slavic Languages & Cultures from The University of California, Berkeley, and a MBA from Georgetown University’s McDonough School of Business.  

Elizabeth Oakes

Elizabeth Oakes is a Trade and Industry Analyst in the Office of Technology Evaluation, Bureau of Industry and Security, U.S. Department of Commerce. Prior to joining the Defense Industrial Studies team, she worked for the DoD as a Requirements Analyst in the Navy Energy Coordination Office. She holds a Ph.D. in War Studies from King's College London, M.A.'s from the University of Bath and the University of North Carolina - Chapel Hill, and a B.A. from Duke University.

Todd Ethington
Director of Government Affairs
National Council of Textile Organizations

Todd Ethington is Director of Government Affairs for the National Council of Textile Organizations.  He directs all aspects of NCTO’s legislative strategy in Washington, and leads the U.S. textile industry’s congressional outreach.  Prior to joining NCTO, Todd served for nearly five years as an aide in both the House of Representatives and the U.S. Senate.  He holds a Master’s degree from the University of Oxford, and a B.S. from the University of Utah.

Steve Lamar
Executive Vice President
AAFA

As Executive Vice President, and as liaison to AAFA’s Government Contracts Committee, AAFA’s Government Relations Committee, and AAFA’s Brand Protection Council, Stephen E. Lamar is responsible for the design and execution of AAFA lobbying strategies on a series of issues covering government procurement, counterfeiting/intellectual property rights, international trade, market access, customs, labor, environment, and product safety. In these roles, Steve also advises AAFA member companies on legislation and regulatory policies affecting the clothing and footwear industries. In addition, Steve serves as the liaison to AAFA’s Legwear Committee. Prior to AAFA, Steve was a trade analyst at the U.S. Department of Commerce. Before joining the Commerce Department, Steve served for two years as a Peace Corps Volunteer in the southern African country of Botswana. Steve is President of the Washington International Trade Association. He holds a Bachelor of Arts Degree from Colgate University and a Master of Arts Degree in International Affairs (with a concentration on African politics and international trade) from George Washington University.
