What are the requirements for a product to be labeled as "made in the USA"?

To be labeled "made in the USA," apparel and textile products must be “all or virtually all” made in the United States. For apparel, this means the both the fabric and the yarn in the fabric in it must be manufactured in the United States to list it as the country of origin.   

Footwear must be "all or virtually all" made in the United States, according to FTC regulations. Although there are varying interpretations to this, some companies have adopted a 70% approach, meaning their footwear products contain a domestic value of 70% or more.
